How well does the Government stick to its public spending plans?

Every year in the Budget, the Government lays out plans to spend a huge amount of money. How well does it stick to those plans? As part of a larger study of the history of public expenditure control, the Institute for Fiscal Studies (IFS) has undertaken the most comprehensive analysis to date of UK public expenditure data 1993–2015. To discuss their key findings, our panel included: Lord Nick Macpherson, former Permanent Secretary for HM Treasury Anita Charlesworth, Director of Research and Economics at Health Foundation Paul Johnson, Director of the IFS.
